Social history is important
If the gentleman lives alone / has no one able to help him and is unable to walk (to the shops to buy food, to the bathroom / toilet / bedroom) then it is not safe to discharge him.
He can be admitted and assessed for suitability for intermediated care where he will receive rehabilitation until he is mobile and safe to go home.
As he has already sustained a significant injury while at home caring for himself he probably requires long term supervision.
